Public Notice: Final RCRA Permit Renewal Issued for Arcwood Environmental - East Liverpool, Inc.

On March 30, 2026, the U.S. Environmental Protection Agency granted a RCRA hazardous waste permit renewal to Arcwood Environmental – East Liverpool, Inc. (Formerly Heritage Thermal Services Inc.) located at 1250 Saint George Street, East Liverpool, Ohio. This permit renewal was issued following a public hearing and public comment period. Arcwood Environmental – East Liverpool, Inc. (Arcwood) receives many types of hazardous waste and non-hazardous wastes for incineration from several different industries. The facility received its initial RCRA permit to operate its incinerator and its associated hazardous waste storage/treatment equipment in 1985. At the time of this permit renewal issuance, U.S. EPA and Ohio EPA shared oversight of RCRA requirements for the Arcwood operations. Ohio EPA issued the related state permit on January 17, 2019. U.S. EPA’s permit covers federal regulations which had not yet been authorized to Ohio EPA for management in lieu of the federal programs. The federal RCRA permit specifies requirements for design and operations of Arcwood’s container storage, tanks, piping and associated equipment (such as pumps, valves, fittings, etc.), and miscellaneous units to minimize the emissions of pollutants. The public comment period originally ran from August 28, 2020, to October 16, 2020. On December 7, 2020, EPA extended the public comment period until January 20, 2021. Virtual Public Hearings were held on January 12, 2021, and January 14, 2021. Comments on the Draft Federal RCRA Permit were received during the public comment period by the U.S. Environmental Protection Agency from various local community citizens, the facility, Earth Justice on behalf of Save Our County (a local environmental group), and citizens in partnership with Earthjustice and River Valley Organizing.
