Summary

The U.S. Environmental Protection Agency is proposing to issue an Underground Injection Control (UIC) permit modification related action, under the authority of the Safe Drinking Water Act and UIC Program regulations, that would approve Wind River Energy Commission’s well construction changes performed to address loss of mechanical integrity. The Tribal C-23 well is currently an active enhanced oil recovery injection well regulated by the U.S. EPA, Region 8.

A Final Permit was issued on March 7, 2002. Wind River Energy Commission was acknowledged in a change of ownership letter dated January 1, 2023, as the responsible party for Class II operations of the Tribal C-23 well. Injection has occurred into the Tribal C-23 well for the enhanced recovery of oil and gas. The injection zone is the Phosphoria and Tensleep Formations at a depth between 6,634 feet (ft.) and 7,050 ft. below ground surface. Oil and gas production occurs in the Phosphoria and Tensleep Formations in the Steamboat Butte Field, Fremont County, Wyoming.
