BP Cherry Point - Permitting Information

1. Facility Information

BP Cherry Point Cogeneration Project

2. Location

Northwestern Whatcom County, 7 miles southeast of Blaine, Washington.

3. Distance from US/Canada Border

4. Facility Type and Size

The proposed 520 to 570 megawatt cogeneration project will be located adjacent to the existing BP Cherry Point petroleum refinery.  BP proposes to construct two combustion turbines (either the General Electric 7FA or Siemens SGT6-5000F) in combined-cycle mode.  Each of the two heat recovery steam generator (HRSG) will be equipped with a duct burner.  One common steam turbine and electric generator will serve the two power trains. Steam and electricity from the cogeneration project will be provided to the refinery.

This project replaces the previously permitted 720 MW project which was never constructed.

5. Sources of Emissions

Two combustion turbines, two HRSG duct burners, one emergency generator, one fire water pump, one multi-cell cooling tower.

6. Type of Fuel

The combustion turbines will combust natural gas, and the duct burners will combust natural gas, refinery fuel gas, or a combination of the two.  The emergency generator and fire water pump will combust diesel fuel.

According to BP, "Total air criteria pollutants emitted by the Cogeneration Project will be completely offset by corresponding reductions in emission from the refinery made possible, in part, by the steam and electricity provided to the refinery by the Cogeneration Project."
