Draft Guidance: Plantwide Applicability Limitation Provisions Under the New Source Review Regulations

EPA is providing an opportunity for interested stakeholders to review and comment on the draft Guidance on Plantwide Applicability Limitation Provisions Under the New Source Review Regulations.

In this draft guidance, EPA addresses specific concerns raised by stakeholders regarding the use of plantwide applicability limitations (PALs) in the New Source Review permitting program. Key topics include: PAL permit reopening; PAL expiration; PAL adjustment during renewal; PAL termination; monitoring requirements; treatment of replacement units; general advantages of PALs and other considerations.

EPA will accept comments on the draft guidance through March 16, 2020.
