Modification to Recovery Boiler #3 (RB#3). Application to increase capacity to 5.35 million pounds of as-fired black liquor solids per day (MMlbs/day). Current permitted  capacity is 5.2 MMlbs/day. The Smelt Dissolving Tank (SDT) will also be modified to account for increase firing in Recovery Boiler #3.

8. Emission Control Technology

  • RB#3 and SDT are subject to PM and opacity emission limits in 40 CFR Part 60, Subpart BB
  • RB#3 is subject to the SO2 and NOx standards in 40 CFR Part 60, Subpart Db
  • RB#3 will use an electrostatic precipitator (ESP). Woodland proposes to maintain its current PM emission limit of 0.021 gr/dscf at 8 percent 02 for PM, PM10, and PM2.5
  • RB#3 will utilize good combustion practice for other pollutants
