The purpose of this document is to clarify the U.S. Environmental Protection Agency’s (EPA or Agency) procedures for hearings in administrative complaints of discrimination in programs and activities receiving EPA assistance, as those procedures are set forth in 40 C.F.R. §§ 7.130 and 7.135.
