Overview

All engines and vehicles imported into or manufactured in the United States are required to have EPA-issued certificates of conformity. Manufacturers or importers must submit an application to EPA that describes the engine or vehicle emission control system. It must also provide emissions data demonstrating that the engines and vehicles will meet federal emission standards.

In cases where EPA has determines that manufacturers have provided inaccurate, incomplete or falsified certification information or failed to keep required records, the Clean Air Act gives the EPA the authority to void certificates and, in some cases, pursue other civil and legal remedies.

1. Refuses to comply with any testing or reporting requirements.
2. Submits false or incomplete information.
3. Renders inaccurate any test data.
4. Denies EPA from completing authorized activities despite our presenting a warrant or court order (see 40 CFR 1068.20).  This includes a failure to provide reasonable assistance.
5. Produces engines for importation into the United States at a location where local law prohibits us from carrying out authorized activities.
6. Fails to supply requested information or amend your application to include all engines being produced.
7. Takes any action that otherwise circumvents the intent of the Act or this part.
8. Fails to keep required records.

Voided Certificates

The table below lists certificates that were voided based in part on EPA’s investigation of certification consultants MotorScience and System Launch Associates LLC. 

These actions only impact the companies that manufactured and imported these vehicles. A consumer who owns a model that was covered by these voided certificates is not responsible for these companies’ wrongdoing and can continue to use the vehicle. Consumer inquiries about recalls, warranties or other consumer issues related to products with voided certificates should be directed directly to the manufacturer of the product.

Void Letters

When a certificate is voided, EPA issues a void letter to the manufacturer.
