Notification of Known or Potential Service Line Containing Lead

Notification Requirements.

All water systems with lead, galvanized requiring replacement, or lead status unknown service lines in their inventory pursuant to § 141.84(a) must inform all persons served by the water system at the service connection with a lead, galvanized requiring replacement, or lead status unknown service line.

Content:

Notification content requirements differ depending on if the consumer is serviced by a lead, GRR, or lead status unknown service line. 

Required content that comes included on all template forms:

  • A statement that the service line is either: LEAD, GALVANIZED REQUIRING REPLACEMENT, or UNKNOWN BUT MAY BE LEAD.
  • An explanation of the health effects of lead as specified in the rule and below (this language is required and cannot be changed).
  • Steps persons at the service connection can take to reduce exposure to lead in drinking water.

Required Content that water system is required to provide on each notice:

  • Lead: Information about opportunities to replace LSLs as well as programs that provide financing solutions to replace the LSL.
  • GRR: Information about opportunities for replacement of the service line.
  • Lead Status Unknown: Information about opportunities to verify the material of the service line.

Delivery:

All water systems must provide the notification by mail or hand delivery. Some non-transient non-community water systems that do not have residential populations, may post the notice in a common area at the facility to allow consumers to review if approved by the primacy agency.

Timing:

The timing requirements for initial, repeat, and discontinuing notification of known or potential LSL are as follows: 

  • Initial: You must provide the initial notification within 30 days of completion of the initial SL inventory, beginning no earlier than Oct. 16, 2024. Water systems that complete their inventory on time and by Oct 16th, 2024, will need to deliver the notices by Nov. 15, 2024. You must also provide the notice for new customers at the time-of-service initiation. 
  • Repeat: You must provide repeat notification on an annual basis. 
  • Discontinuing: You may discontinue notification when the entire service line is no longer lead, GRR, or lead status unknown.

Notice of Galvanized Requiring Replacement Service Line - This document provides a template that water systems can use for the required public education notice to all persons served at service connections with a confirmed galvanized service line that is or was possibly downstream of a lead service line, defined by EPA as a “Galvanized Requiring Replacement (GRR) Service Line,” as required under the 2021 Lead and Copper Rule Revisions.
