Partial Waiver of 2024 Cellulosic Biofuel Volume Requirement – Final Rulemaking

Rule Summary
On June 13, 2025, EPA announces a final rule to partially waive the 2024 cellulosic biofuel volume requirement using its “cellulosic waiver authority” and revise the associated percentage standard under the Renewable Fuel Standard program due to a shortfall in cellulosic biofuel production. Use of the cellulosic waiver authority also triggers the availability of cellulosic waiver credits for 2024 as an additional compliance flexibility for obligated parties. This rule also makes a minor revision to the biogas provisions of the RFS program.
