Summary of Spokane Particulate Matter (PM-10) Maintenance Plan

Background

Spokane, Washington was designated nonattainment for PM10 and classified as a moderate nonattainment area upon enactment of the 1990 Clean Air Act amendments.

Washington submitted a PM10 attainment plan for Spokane on December 12, 1994 which EPA approved on January 27, 1997 (62 FR 3800 (pdf) (4 pp, 131 KB)).

On November 30, 2004, Washington submitted a PM10 Limited Maintenance Plan (LMP) and redesignation request for Spokane. EPA approved the LMP and redesignated the area to attainment on July 1, 2005 (70 FR 38029 (pdf) (10 pp, 182 KB)).

On April 12, 2016, the EPA determined that the area continues to meet the LMP criteria and approved minor updates to Spokane Regional Clean Air Agency Regulation I, sections 6.05, 6.14, and 6.15 related to the LMP. (81 FR 21470 (pdf) (3 pp, 237 KB)). 

Summary

The LMP continues to rely on control strategies contained in the attainment plan. The strategies focus on control of residential wood smoke combustion and controlling fugitive dust from paved and unpaved roads.
