Accounting tool to support federal reporting of hydrofluorocarbon emissions

This document provides technical documentation to support the HFC Tool. It summarizes the six emission estimation approaches included in the HFC Tool and describes in greater detail the underlying assumptions and calculations used in the two new approaches developed by EPA specifically for inclusion in the tool.
