AVoided Emissions and geneRation Tool (AVERT) is a free tool that allows users to easily evaluate county-level emissions displaced by energy efficiency and renewable energy programs—that is, the generation at fossil fuel power plants that will not take place because energy efficiency or renewable energy is meeting consumers’ energy needs. It uses public data and can be used fro quantifying emissions impacts in NAAQS SIPs.
