Role of Agency Standards Executives

OMB A-119 outlines specific responsibilities for Heads of Agencies, including designating an Agency Standards Executive. EPA’s Standards Executive has EPA-wide responsibilities which are also outlined in OMB A-119 and include:

  • Conducting outreach to EPA staff engaged in rulemaking, procurement and other activities to ensure that they are aware of, and give full consideration to the NTTAA and related policies
  • Providing training, guidance and other resources to help EPA staff implement the NTTAA and related policies
  • Coordinating EPA staff participation in the development of private sector standards to ensure consistency with Administration priorities, as well as EPA priorities, policies and authorities
  • Representing EPA’s positions on private sector standards in interagency fora, including the Interagency Committee on Standards Policy (ICSP)
  • Preparing EPA’s annual report on implementation of the NTTAA, which is transmitted to the Office of Management and Budget (OMB) and Congress

A full description of Head of Agency and Agency Standards Executive responsibilities can be found in OMB A-119 Section 13 and 14. Additional responsibilities for Agency Standards Executives can be found in 15 CFR 287.3.
