RACT/BACT/LAER Clearinghouse (RBLC) Technical Resources

Technical resources contains links to software tools that can be used to estimate emissions, evaluate alternative control and prevention technologies, or identify less polluting materials.

Air Compliance Advisor (ACA) (v 7.4, 2003)   Assists on-site air pollution managers in developing strategies for addressing air pollution compliance issues. The ACA utilizes source characterization, emission reduction techniques, permit requirements, and existing air pollution regulations.

Landfill Gas Emissions Model (LANDGEM) (v 3.02, 2005) Provides an automated tool for estimating air pollutant emissions from municipal solid waste (MSW) landfills.  The model can be used to estimate emission rates for methane, carbon dioxide, nonmethane organic compounds, and individual air pollutants from landfills and to determine if a landfill is subject to the control requirements of the federal New Source Performance Standard (NSPS) for new MSW landfills (40 CFR 60 Subpart WWW) or the emission guidelines for existing MSW landfills (40 CFR 60 Subpart Cc).

WATER9 (v 3.0, 2006)   Analytical expressions for estimating air emissions of individual waste constituents in wastewater collection, storage, treatment, and disposal facilities; a database listing many of the organic compounds; and procedures for obtaining reports of constituent fates, including air emissions and treatment effectiveness.

TANKS (v 2.06, 2009)   Estimates volatile organic compound (VOC) and hazardous air pollutant (HAP) emissions from fixed and floating roof storage tanks.

Solvent Alternatives Guide (SAGE), 2001 Provides pollution prevention information on solvent and process alternatives for parts cleaning and degreasing.
