If an applicant were to apply for a grant, can the work be done in phases?
As all EN assistance agreements are three years, per our standard period of performance, applicants should design their proposal with this three-year time frame in mind. Within these three years, applicants are welcome to build in a ‘phased approach’. Perhaps the first year and a half is requirements gathering and preparation under Phase I (10/1/25 – 3/31/27), with Phase II being the implementation of a new system (4/1/27 – 3/31/28), and then a final 6-month Phase III for final quality assurance tests and staff training (4/1/28 – 9/30/28). Remember that grantees can always request a no-cost extension at the end of their three years, if needed.
