If my Tribe is a member of an intertribal consortium that is applying for an EN grant, am I able to also submit an individual application for my Tribe in the same competition year?
Unfortunately, this is not allowed, as this scenario would be considered by EPA as submitting multiple applications for the same entity in the same competition cycle. EPA’s grant office has clarified that intertribal consortia applications are inherently EN partnerships (which is why they can apply under the higher funding limit threshold). But this also means that, like with other EN partnership applications, there is an applicable threshold eligibility restriction that prevents an applicant organization from being involved in multiple EN proposals in a single year.
If the case arises where an applicant organization is both an intertribal consortium member, who has submitted an EN application, and either an individual or partnering organization on another application, EPA will reach out to all organizations and inform them that one of the two applications must be marked as ineligible. One must be removed in order for the other application to move forward into the scoring and assessment process.
EPA’s recommendation in this type of scenario is for the Tribal entity to coordinate with their intertribal consortium to ensure that, if both are interested in EN assistance agreements, that the application submittals are staggered over two consecutive years.
