If my Tribe was a partner on a prior EN grant award, am I unable to apply for the ‘individual capacity building with mentorship’ project opportunity in Appendix C?
If your Tribe has received a prior EN grant, even as part of a formal EN partnership application, this would count as having received a prior EN grant and you would not be eligible for the ‘Individual Capacity Building with Mentorship’ EN project opportunity in a future cycle. However, there are similar support options available through the TXG technical assistance (see Request Tribal Assistance from the TXG) and/or your organization could participate in a EN partnership application (see SN Section 4C: Coalition (EN Partnership) Applications) with an organization with previous EN experience. For the partnership option, funds could be passed to the partnering organization through a subaward and, although the partnering org would need to take a more direct role in the proposed work and would need to benefit from the completion of the project, the benefit of this option is that you could apply under the higher funding threshold.
Please note that Tribes that are members of an Intertribal Consortium, which has received one or more prior EN grant awards, but whose Tribe has never participated in an EN grant as either a lead or partnering entity would be eligible to apply under ‘Individual Capacity Building with Mentorship’.
