RIN Trades and Price Information

To implement the RFS program, EPA tracks production and use of qualifying renewable fuel using Renewable Identification Numbers or RINs. These RINs are generated by renewable fuel producers or importers and are bought and sold “attached” to the renewable fuel until the fuel is purchased by an “obligated party” (a refiner or importer of gasoline or diesel fuel) or blended with a petroleum-based transportation fuel. At that point the RIN is “separated” from the fuel and may thereafter be independently bought or sold until it is retired to meet an obligated party’s renewable volume obligation.

The RIN Price chart below shows historical, weekly, volume-weighted average RIN price data for separated RINs by transfer date. The datasets are from the standard trade transactions in the EPA Moderated Transaction System (EMTS) and specific to RINs starting from year 2010. The following price filters are applied to the dataset to remove the outliers:

  • D3 RIN Price – Min. Price: $0.05 & Max. Price: $3.50
  • D4 RIN Price – Min. Price: $0.05 & Max. Price: $2.00
  • D5 RIN Price – Min. Price: $0.05 & Max. Price: $2.00
  • D6 RIN Price – Min. Price: $0.01 & Max. Price: $2.00

RIN Price Report

The RIN Price dataset shows historical, weekly, volume-weighted average RIN price data for separated RINs. Price filters (described above) are applied to this dataset.

Transaction Volume Report

The Transaction Volume dataset shows historical, weekly, aggregated RIN transaction volumes for both separated and assigned RINs.

Annual RIN Sales Report

The Annual RIN Sale Transactions dataset provides a summary of RIN sales transactions in EMTS. The dataset provides categorical total RIN sales by compliance year, grouped by RIN year and RIN type (D-code). RIN sales totals have been aggregated into five regulatory categories.

To create a report:

  • Select the report you would like to see from the drop-down menu in the "Data Sets" box, found at the top of the sidebar on the left side of the Qlik window, which is located just below these instructions.
  • Select or deselect the dimensions and measures you wish to add to or remove from your report.
    • o Select 'dimensions' to determine how you wish to group data from the measure. Select a 'measure' to determine which data elements will be displayed in the report.
  • From the custom report bar, you can remove a dimension or measure by clicking the 'X' and you can change the order of the columns by dragging and dropping the dimensions and measures into the order you would like them to appear in the report.

You can download the selected dataset to an Excel file by right-clicking the mouse inside a table and selecting "Export data" option.

Regulatory Categories for Annual RIN Sales Data

Each entity in EMTS is grouped into one of the following five categories. To prevent double counting, entities with activity under two or more categories are aggregated under only one category from the list below, starting with “Refiner.” As an example, if an entity had activity that was both an “Exporter” and a “RIN Originator,” the entity would only be grouped under “Exporter.”

  1. Refiner - Refiner of gasoline or diesel (an Obligated Party under the RFS program). This category groups together any company that retired any amount of RINs during a compliance year using the “demonstrate annual compliance” retirement with a compliance level of “aggregated refiner” or “refinery by refinery” in EMTS.
  2. Importer - Importer of gasoline or diesel (an Obligated Party under the RFS program). This category groups together any company that retired any amount of RINs during a compliance year using the “demonstrate annual compliance” retirement with a compliance level of “aggregated importer” in EMTS.
  3. Exporter - Exporter of renewable fuel. This category groups together any company that retired any amount of RINs during a compliance year using the “demonstrate annual compliance” retirement with a compliance level of “aggregated exporter” in EMTS.
  4. RIN Originator – Domestic renewable fuel producer or renewable fuel importer. This category groups together any company that generated any amount of RINs during a compliance year in EMTS.
  5. RIN Owner – Any company that owned or transacted any amount of RINs during a compliance year in EMTS but did not retire RINs for compliance or generate any RINs.

The aggregated RIN sales transactions and holding aggregated data are from EMTS and are specific to RINs generated starting from year 2010. Year 2010 was a transition year from RFS1 to RFS2. The Year 2010 RINs in these tables include only RFS2 RINs generated in EMTS after July 1, 2010.
