Facility is approximately 107 km from the U.S./Canada border.

4. Facility Type and Size

Wood products complex for the production of lumber and plywood. Proposing to increase the boiler steam production capacity from 100,000 lbs/hr to 140,000 lbs/hr.

5. Sources of Emissions

One wood-fired Stoker boiler, two veneer dryers, many baghouses and cyclones from the sawmill, planer, and plywood process, medium density overlay process, scarfing line process, remanufacturing process, and fugitive emissions from mill vehicles and log yard activity.

Emissions increases (and decreases) due to modification:

Particulate - 7.65 TPY
PM-10 - 8.06 TPY
NOx 228.0 TPY
VOC 11.1 TPY
CO 1100.0 TPY
SO2 3.76 TPY

Modification is major for NOx and CO only, thus only the NOx and CO emissions need to be addressed in the BACT analysis. Modification consists of an increase in the steam production from the wood-fired Stoker boiler from 100,000 lbs/hr to 140,000 lbs/hr. Area is nonattainment for PM-10.

8. Emission Control Technology

Applicant is proposing no additional controls for the Stoker boiler.

9. Date Permit Application Received

Permit application is dated October 2, 1996 from the State of Montana and was received by Region VIII on October 10, 1996.

10. Stack Height and Diameter

Stoker boiler stack information: height = 102 feet and diameter = 7.167 feet.
