GAP Academy

GAP Academy

GAP Academy is a series of trainings designed for GAP recipients, EPA staff, and other interested parties. It aims to educate participants about the Indian Environmental General Assistance Program (GAP) and its role in supporting tribal environmental program development and waste implementation goals. The trainings are regularly updated and may incorporate links to other relevant EPA training resources for easy access. If you have suggestions for future training topics or would like to provide feedback, please reach out to the EPA at GAPinfo@epa.gov.

GAP Academy trainings fall under one of two categories: Building Environmental Capacity and Implementing Waste Programs. Included on this page are related trainings developed by EPA  Offices and Regions that may be useful to Tribes.

Building Environmental Capacity

GAP Academy: What Can GAP Fund? A Tribe's Journey Toward Participation in EPA Statutory Programs

This fact sheet explains how GAP helps Tribes and intertribal consortia build environmental capacity - from staff and planning, to preparing Treatment in a Manner Similar to a State (TAS) applications, to establishing solid and hazardous waste programs.

Treatment in a Manner Similar to a State (TAS)

Several federal environmental laws authorize EPA to treat eligible Tribes in a similar manner as a state (TAS) for the purpose of implementing and managing certain environmental programs and functions, and for grant funding. This training category covers how Tribes can apply for and use TAS status under programs such as the Clean Water Act and Clean Air Act to build environmental capacity and self-governance.

Implementing Waste Programs

GAP Academy: Demonstrating Results of Waste Management with GAP

This training was presented live at the Tribal Lands and Environmental Forum on August 17, 2024 in Eugene, OR. How to Report Solid Waste Data will provide instruction on what information should be included in a GAP solid waste management progress report, what kids of data a project manager needs to collect, how to collect this data, and how to report it to EPA.
