If my organization applies under multiple project opportunities, does it matter if they’re not the same type of award? UST Finder is a cooperative agreement but one of our partners is considering adding goals and outputs that relate to one of the other EN project opportunities that can be awarded as a direct grant.
The entirety of the assistance agreement would have to be issued as the same type of award – either a cooperative agreement or a direct grant. You can embed other aspects of other EN project opportunities into your proposed project, if it is appropriate/you have available funding/other EN requirements are met, but you would still be applying overall as a cooperative agreement.
This would just mean that the ‘substantial involvement’ by EPA would pertain to the aspects of the project that require that level of communication/cooperation with EPA (the UST Finder portion). You would likely have to report very informally on the other goals/outputs as part of your communication with the technical contacts at UST Finder (EPA) during coordination calls. (In addition, you would have to report on all aspects of the project within your semi-annual reports, to your project officer, as all EN grantees do).
