EPA Seeks Public Comment on Proposed Guidance for Pesticide Registrants to Improve Efficiencies on Notifications and Minor Amendments Submitted to the Agency

Today, U.S. Environmental Protection Agency (EPA) is releasing for public comment proposed updates to Pesticide Registration Notice (PRN) 98-10, “Notifications, Non-notifications and Minor Formulation Amendments.” The new draft would provide updated guidance to registrants submitting minor modifications to a registration that do not require extensive EPA review. These modifications do not have any substantive impact on the use or safety of a pesticide. The proposed changes will not impact any procedures for the review of information related to environmental or human health. 

The proposed changes in this PRN are part of several ongoing process modifications aimed at improving submissions by saving time and resources for both registrants and the agency, in support of Administrator Zeldin’s Pillar 3 of his Powering the Great American Comeback Initiative: Advancing Permitting Reform, Cooperative Federalism, and Cross-Agency Partnership. When finalized, this new notice will supersede the current PRN 98-10 in its entirety, and these updates will help EPA to focus its efforts to reduce the backlog for PRIA and non-PRIA actions.  

Since the issuance of PRN 98-10 in 1998, there have been various statutory and regulatory updates. For example, changes were made to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) that added fee-for-service categories based on iterations of the Pesticide Registration Improvement Act (PRIA) that prompted EPA’s revision of the notification procedures. In this new draft PRN, some actions that used to require label amendments are now classified as notifications, and some actions that were previously notifications can now be accomplished without notification. Other highlights from this new draft PRN include clarifications on the commodity inert ingredients policy, instructions for adding a new registered establishment, and corrections of typographical errors.  

Upon publication of the Federal Register notice on January 5, 2026, EPA will accept comments for 45 days from stakeholders and the public, including general comments regarding the changes, information on projected cost implications, and feedback on the use of these procedures in docket ID EPA-HQ-OPP-2025-2863 on www.regulations.gov.
