Public Notice: Opportunity to Comment on Draft Permit for the Wesco Operating, Inc. - Sheldon Dome Field in Wyoming

Activity
The facility is being permitted as a no discharge facility from Wesco Operating, Inc., Sheldon Dome oil and gas operations. The nearest major waterbody to the facility is the Dry (Pasup) Creek. The facility is located at the Public Land Survey System (PLSS) township coordinates of NW ¼, NW ¼ of Section 1, Township 5 North, Range 3 West in Fremont County, Wyoming. The facility is located within the external boundaries of the Wind River Reservation at the approximate latitude 43.443888, longitude -109.069166. The facility does not have authorization to discharge under normal operating conditions and the permit contains monitoring requirements should an unauthorized discharge occur. The facility injects its produced water into their underground injection wells for the operation.
Public Comments
The public comment period ends 30 calendar days after the date of publication of this notice. Any interested person may submit written comments on the draft permit. All comments received prior to the end of the comment period will be considered in the formulation of any final permit determination and will be part of the administrative record. Any interested person may request a public hearing and the EPA will hold a hearing if the response to this notice indicates significant public interest. The EPA is also requesting comments on the possible adverse effects of reissuing the permit on historic properties and/or cultural resources in the area. The EPA is the Clean Water Act (Act) Section 401 certifying authority for this permit, because the Eastern Shoshone and Northern Arapaho Tribes have not received authorization to implement section 303(c) of the Act. The EPA is also seeking comment on Section 401 certification considerations.
