Workshop Reports: Improving Municipal Stormwater Program Monitoring, Evaluation, Tracking, and Reporting

In late 2017 and early 2018, EPA and the San Francisco Bay Regional Water Quality Control Board hosted two workshops of national experts in stormwater management and permitting to explore lessons learned in program implementation and opportunities to improve effectiveness in the future. The workshop reports synthesize workshop discussions, findings, and recommendations.

    State and local governments have begun to develop off-site stormwater crediting programs as alternative mechanisms to implement stormwater permit requirements. This paper evaluates lessons learned from offsite wetland mitigation approaches and early stormwater crediting programs to offer analysis and recommendations to assist development and implementation of effective off-site stormwater crediting approaches.
