Public Notice: Proposed Reissuance of NPDES Permit No. CA0084284; Hollywood Casino Waste Water Treatment Plant, Jamul, CA
Summary
EPA Region 9 is issuing a notice of proposed action under the Clean Water Act (CWA). EPA is proposing to issue a National Pollutant Discharge Elimination System (NPDES) for the Hollywood Casino Waste Water Treatment Plant located in Jamul, CA under NPDES Permit No. CA0084284.
EPA is soliciting comments on the issuance of the NPDES Permit for the Hollywood Casino Waste Water Treatment Plant located in Jamul, CA. This permit proposes to authorize discharges of treated domestic wastewater into Willow Creek, which flows into Olive Vista Creek, which flows into Jamul Creek, from the outfall listed immediately below:
- Outfall 001 (32˚ 42' 11.3" N, 116˚ 52' 14.02" W)
The proposed permit includes effluent limits for approximately ten parameters, including total coliform, priority organics, and toxicity. EPA has also proposed monitoring requirements for nutrients.
EPA is also soliciting comments regarding issuance of a Clean Water Act (CWA) §401 water quality certification for this permit. Under CWA §401, a federal agency may not issue a permit that may result in any discharge into waters of the United States unless the EPA, a state, or authorized Tribe, issues a §401 certification verifying compliance with existing water quality requirements or waives the certification requirement. Jamul Indian Village does not have authority to administer CWA §401. Therefore, EPA is seeking public comment on CWA §401 certification requirements.
