Vehicle Emissions California Waivers and Authorizations

This action concludes the U.S. Environmental Protection Agency’s (EPA’s) reconsideration of 2019’s Safer Affordable Fuel-Efficient Vehicles Rule Part One: One National Program Rule (SAFE-1) by finding that the actions taken as a part of SAFE-1 were decided in error and are now entirely rescinded. With this action California’s authority under the Clean Air Act (CAA) to implement its own greenhouse gas emission (GHG) emission standards and zero emission vehicle (ZEV) sales mandate is restored.

A virtual public hearing session on this action was held on June 2, 2021.
