NSPS for GHG Emissions from New, Modified, and Reconstructed Electric Utility Generating Units

Rule Summary

Under Section 111(b) of the Clean Air Act, EPA sets New Source Performance Standards (NSPS) for greenhouse gas emissions from new, modified, and reconstructed fossil fuel-fired power plants. In 2018, EPA proposed to determine that the best system of emission reduction (BSER) for newly constructed coal-fired units is the most efficient demonstrated steam cycle in combination with the best operating practices. EPA did not propose to amend the standards of performance for newly constructed or reconstructed stationary combustion turbines.
