State Grant Policy and Guidance

EPA issued these documents to help implement UST and leaking UST program activities in states and territories. 

Prevention

  • Office of Underground Storage Tanks Program Guidance for Prevention Assistance Agreements Awarded Under the Leaking Underground Storage Tank (LUST) Trust Fund Program
    provides information (e.g. on eligible uses of LUST prevention money) to assist EPA regions in awarding their state and tribal LUST prevention grants.
  • Office of Underground Storage Tanks (OUST) Supplemental Program Guidance for FY 2009 Prevention Funding for Assistance Agreements Awarded Under the Leaking Underground Storage Tank (LUST) Trust Fund Program
    supplements the May 8, 2008 guidance by providing additional accounting and performance measures information.

Cleanup

  • Leaking Underground Storage Tank Trust Fund Corrective Action Cooperative Agreement Guidelines (pdf) (November 2016, EPA 510-B-16-003)
    This document replaces the 1994 LUST Trust Fund Cooperative Agreement Guidelines Directive 9650.10A and the 1989 LUST Trust Fund State Financial Management Handbook. It incorporates provisions of the 2005 Energy Policy Act, clarifies allowable uses of funding, and provides reporting requirements.
  • Cost Recovery Policy For Leaking Underground Storage Tank Trust Fund Corrective Action Cooperative Agreements (pdf) (November 2016, EPA 510-B-16-002)
    This document identifies requirements, objectives, and responsibilities for LTF cost recovery under state LTF corrective action cooperative agreements. It is a companion document to EPA’s Leaking Underground Storage Tank Trust Fund Corrective Action Cooperative Agreement Guidelines (LTF Guidelines) and replaces the 1994 Cost Recovery Policy For The Leaking Underground Storage Tank Trust Fund and the 1989 LUST Trust Fund State Financial Management Handbook.
