About the Office of Regional Counsel in San Francisco

EPA’s Pacific Southwest Office of Regional Counsel (ORC) provides legal advice to the Pacific Southwest regional office, located in San Francisco, California. The Pacific Southwest region is one of 10 EPA regional offices and covers the states of California, Nevada, Arizona, Hawaii, the Pacific Islands, and over 140 Tribal Nations.

EPA has primary responsibility for implementing the nation’s environmental laws, including the Clean Air Act; the Clean Water Act; the Safe Drinking Water Act; the Federal Insecticide, Fungicide and Rodenticide Act; the Toxic Substances Control Act; the Resource Conservation and Recovery Act; and the Comprehensive Environmental Response, Compensation and Liability Act.

ORC attorneys provide legal support to all levels of management on rules, regulations, policies, permits, grants, and oversight of state and tribal environmental programs under these laws. ORC attorneys, sometimes working with the Department of Justice, represent EPA in federal administrative, judicial, and criminal environmental enforcement matters. ORC attorneys also represent EPA in court challenges to agency actions (such as standards and permits) and appeals of enforcement cases.

Edgar Coral is an Assistant Regional Counsel in the Air and Toxics Section specializing in air and toxics enforcement. He attended Brown University for his undergraduate degree, University of Pennsylvania for graduate studies (evolutionary biology), and NYU School of Law for his JD. Jesse Lueders is an Assistant Regional Counsel in the Air and Toxics Section specializing in Clean Air Act counseling matters. He attended the University of Wisconsin for his undergraduate degree and UCLA School of Law for his JD. Jesse is from Madison, WI and joined ORC in 2015. Email: lueders.jesse@epa.gov.

Janet Magnuson is an Assistant Regional Counsel in the General Law and Cross-Cutting Issues Section. Before that, she was an Assistant Regional Counsel in the Hazardous Waste Branch focusing on CERCLA matters for eighteen years, including five years in Region 4 (Atlanta) and one year in Region 10 (Seattle). She attended Miami University (Ohio) for her undergraduate degree and Maurer School of Law and O'Neill School of Public and Environmental Affairs at Indiana University Bloomington. Stephanie Oehler is an Assistant Regional Counsel in the Hazardous Waste Branch. She works on matters involving the Clean Air Act’s Risk Management Program, CERCLA, Oil Pollution Act, Freedom of Information Act, and Resource Conservation and Recovery Act. She attended Claremont McKenna College for her undergraduate degree and UCLA School of Law for her JD. Stephanie is from Long Beach, CA and joined ORC in 2020. Email: oehler.stephanie@epa.gov.

Julie Walters is Senior Air Counsel in the Air and Toxics Section. She has worked on Clean Air Act counseling matters and defensive litigation since 2008. Prior to that, she worked in ORC’s General Law Section on Endangered Species Act and Safe Drinking Water Act matters and was that section’s Practice Group leader from 2000-2007. She attended the University of Michigan for her undergraduate degree and the University of California, Berkeley Law for her JD. Julie is from Detroit, MI and joined ORC in 1997.
