How does EPA know that the drinking water at the Joint Base Pearl Harbor-Hickam (JBPHH) and Aliamanu Military Reservation (AMR) drinking water systems is safe and clean?
EPA conducted a thorough assessment of evidence in close coordination with the Hawaiʻi Department of Health (DOH). The assessment revealed there is no evidence of residual fuel or other measurable contamination remaining in the JBPHH and the AMR public water systems stemming from the November 2021 Red Hill release. EPA…
-
Are those residing on the Joint Base Pearl Harbor-Hickam (JBPHH) and Aliamanu Military Reservation (AMR) currently being exposed to jet fuel in the drinking water?
No. Since March 2022, the drinking water has met all standards under the Safe Drinking Water Act (SDWA) and Hawaiʻi Department of Health (DOH) incident specific parameters. EPA conducted a thorough assessment of evidence in close coordination with the DOH, the primacy agency for drinking water in Hawaiʻi. The assessment…
-
Now that EPAʻs Final Drinking Water Assessment Report has been published, will there still be testing on the Joint Base Pearl Harbor-Hickam (JBPHH) and Aliamanu Military Reservation (AMR) drinking water systems?
Yes. The Navy will continue routine compliance monitoring per federal and state drinking water requirements and address any consumer concerns through the Water Quality Action Team. EPA continues to oversee improvements to Navy operations and infrastructure of the drinking water system under the 2023 Administrative Consent Order.

How can EPA conclude that the Joint Base Pearl Harbor-Hickam (JBPHH) and Aliamanu Military Reservation (AMR) JBPPH/) public water systems are free of fuel while also acknowledging that there were low level total petroleum hydrocarbon (TPH) detections when conducting drinking water testing?
For bulk measurements of organic compounds, such as TPH, analytical methods may not be designed to distinguish between toxic fuel organic matter and non-toxic organic matter. In addition, TPH detections observed were often below the reporting limits, making it challenging to distinguish between instrument noise at extremely low levels, nearing…

When will the Navy Aiea Halawa shaft be reactivated? What is EPA’s role in the Navy Aiea Halawa shaft reactivation?
As with all regulated public water systems in Hawaiʻi, the Hawaiʻi Department of Health (DOH) has oversight of the reactivation process as the drinking water primacy agency for the state of Hawaiʻi. On February 7, 2025, DOH conditionally approved the reactivation of the Navy Aiea Halawa Shaft. The letter (pdf)…
-
When will Red Hill Shaft be reactivated?
As with all regulated public water systems in Hawaiʻi, the Hawaiʻi Department of Health (DOH) has oversight of the reactivation process as the drinking water primacy agency for the state of Hawaiʻi. EPA defers to DOH regarding its process for approving Red Hill Shaft as a source of drinking water…
-
EPA’s 2022 inspection found that the Navy needed to make improvements in the operation and maintenance of the public water system. What progress has been completed since then, and is the system now being properly managed?
EPA’s 2022 Safe Drinking Water Act inspection findings were based on the conditions observed at that time. Since then, EPA has required the Navy to correct those deficiencies through the 2023 Administrative Consent Order (ACO), which includes specific actions and timelines the Navy is obligated to meet. The Navy has…

What is the EPA Red Hill Split Sample Drinking Water Results dashboard and what does it provide?
The Red Hill Split Sample Drinking Water Results dashboard was developed so members of the public may view the results of EPA’s Extended Drinking Water Monitoring (EDWM) split sample analysis of drinking water samples collected from the Joint Base Pearl Harbor–Hickam (JBPHH) and Aliamanu Military Reservation (AMR) public water systems…
-
What is split sampling and why did EPA include this during the Extended Drinking Water Monitoring Plan?
Split sampling is a technique in which multiple samples are collected from the sample location at the same time but processed and analyzed at different laboratories to compare and confirm results. All split samples are representative of the overall sampling pool and are chosen using a random sampling method to…
