Clean School Bus Rebates: Online Rebate Forms

The Clean School Bus Rebate Program utilizes an applicant dashboard for submission of information to the EPA. From the dashboard an applicant organization can create, edit and submit forms, check the status of all forms they have submitted, see when the form was last updated and by whom, and view information that was submitted on a form.

Selected rebate applications will also use the dashboard to submit Payment Request Forms and Close Out Forms. You will need to maintain an active SAM.gov registration to access the online rebate forms.

18 U.S.C. § 1001 provides that knowingly making materially false statements or falsifying or concealing a material fact is a felony, which may result in fines or up to five years imprisonment.

Clean School Bus Rebate Application Form

SAM.gov Registration

SAM.gov registration is required to apply to the CSB Rebate Program. Learn more. The EPA recommends logging into your SAM.gov account every few months to maintain an active account.

Note: The 2024 CSB Rebate Program stopped accepting applications on January 14, 2025.

This form is used by applicants to apply to the rebate program. Once applications are submitted to the EPA, the EPA utilizes a selection process that is outlined in Sections 2 and 6 of the and reviews the applications. If an application is awarded for funding, a Payment Request Form needs to be completed (see section below).

Note: If an entity other than the school district is applying on behalf of that school district, the SAM.gov-registered entity that is listed on the application as the primary applicant will be the same entity that will receive the funds if selected. The EPA can only provide funds to the SAM.gov-registered entity that is listed as the primary applicant on the application.

If selected for funding, the EPA can only disburse funds to the SAM.gov entity included in the rebate application; selectees are responsible for ensuring their SAM.gov account remains up-to-date and all information in the SAM.gov account, including points of contact and bank account details, is accurate.

Clean School Bus Rebate Payment Request Form

Payment Request Forms are used to request a rebate payment based on the selected application, awarded funding and the purchase orders that have been obtained for new replacement buses and related electric bus charging infrastructure (if applicable).

Note: 2022 CSB Rebate Selectees must submit their Payment Request Form by their approved extension date or request an additional extension by submitting sufficient justification to cleanschoolbus@epa.gov.

Note: 2023 CSB Rebate Selectees must submit their Payment Request Form by their approved extension date or use the Change Request Form in the Applicant Dashboard to request an additional extension, including the justification for the extension and the date by which you anticipate being able to submit your Payment Request Form.

Note: More information on the deadline for submitting 2024 CSB Rebate Program Payment Request Forms will be posted once available.

The EPA will consider extension requests for the Payment Request Form on a case-by-case basis and may grant extensions if sufficient justification is provided.

Clean School Bus Rebate Close Out Form

Close Out Forms are used to close out the rebate process for selectees that have received funding, taken delivery of new buses, installed electric bus charging infrastructure (if applicable), and appropriately replaced their existing buses.

Note: 2022 CSB Rebate Selectees must submit their Close Out Form by their approved extension date or request an additional extension by submitting sufficient justification to cleanschoolbus@epa.gov.

Note: The deadline for submitting 2023 CSB Rebate Program Close Out Forms is May 29, 2026, 4:00 p.m. ET. More information regarding extension requests will be posted once available.
