CWSRF Results
Since 1988, the CWSRF has helped communities throughout the nation meet the goals of the Clean Water Act (CWA) by improving water quality, achieving and maintaining compliance with environmental laws, protecting aquatic wildlife, protecting and restoring drinking water sources, and preserving the nation’s waters for recreational use.
The CWSRF programs have:
- provided approximately 53,000 assistance agreements to communities throughout the U.S.;
- provided $194 billion in high priority water quality projects;
- provided $31 billion to communities that met state-defined affordability criteria; and
- provided considerable cost savings for communities by offering an average interest rate of 1.7 percent compared to the prevailing market rate of 4.4 percent in 2025.

SRF Portal
The State Revolving Fund (SRF) Public Portal allows users to access data from both the Clean Water SRF and Drinking Water SRF programs through interactive reports, dashboards, and maps. The SRF Public Portal presents SRF data in a user-friendly, accessible format for states, utilities, and anyone interested in where water infrastructure investments are being made.

Clean Watersheds Needs Survey
The Clean Watersheds Needs Survey (CWNS) is a comprehensive assessment of the capital costs (or needs) to meet the water quality goals of the Clean Water Act and address water quality and water quality related public health concerns. EPA, in partnership with states, territories and the District of Columbia, typically conducts the CWNS every four years. Congress requires EPA to conduct the CWNS under sections 205(a) and 516 of the Clean Water Act (CWA) (33 U.S Code §1375). Infrastructure Investment and Jobs Act amended the CWA to direct EPA to conduct and complete an assessment of capital improvement needs for all projects that are eligible under Section 603(c) for assistance from state water pollution control revolving funds.
