Coloring Superfund Green: Select Case Studies on the Revitalization of Contaminated Sites with Green Infrastructure
EPA’s Superfund program is responsible for cleaning up some of the nation’s most contaminated land and responding to environmental emergencies, oil spills and natural disasters. To protect public health and the environment, the Superfund program focuses on making a visible and lasting difference in communities, ensuring that people can live and work in healthy, vibrant places. As Superfund communities plan for redevelopment, many are incorporating innovative green infrastructure projects to naturally manage stormwater. In this webcast, presenters from the Office of Land and Emergency Management at EPA Headquarters, EPA Region 9, Environmental Resources and Consulting LLC, and Skeo Solutions introduced attendees to the Superfund program, highlighted examples of successful green infrastructure implementation, and discussed how green infrastructure practices are changing how public stakeholders view the long term potential of contaminated sites.

Speakers
Carlos Pachon is a Senior Environmental Protection Specialist with the USEPA Superfund Program, based at headquarters in Washington, DC. A main focus of his work is identifying and advancing best practices and new technologies in cleaning up contaminated sites and synthesizing overall trends in environmental challenges and solutions in the field. In this capacity he leads the production of the Superfund Optimization Progress Report. Carlos also leads a cross-Agency effort to advance green remediation. He completed undergraduate studies at Colorado State University (BS), with a Master’s in Environmental Management from Duke University, and a Georgetown MBA.
Rosemarie Caraway has worked as a Remedial Project Manager/Environmental Scientist out of EPA’s Region 9 San Francisco Office for the past 29 and a half years. She has a Bachelor of Science Degree in Chemistry from Lehigh University in Bethlehem, Pennsylvania, and an MBA in Management from Golden Gate University which is located in San Francisco. Ms. Caraway has taught Introduction to Computer Science at 2 local community colleges in the Bay Area for 17 years. She has been an officer in the National Association of Remedial Project Managers and editor of the NARPM Newsletter. She has worked on a number of Superfund sites over the past 29 years. Some of her favorites include Jasco, Rhone Poulenc-East Palo Alto, Purity Oil (Fresno), Amco (located in Oakland), and Pemaco.
Dawn Seeburger is the owner of Environmental Resources and Consulting LLC. She is a licensed remediation specialist in the state of West Virginia, and her primary focus is on brownfield redevelopment. Dawn’s expertise is in managing EPA Brownfields assessment, revolving loan, and cleanup grant projects. She works primarily with communities to assess and redevelop former industrial sites that have a perceived or real threat of environmental impacts to improve the communities' economic and environmental outlook.
Alisa Hefner is a senior associate with Skeo Solutions and supports EPA’s Superfund Redevelopment Initiative. She has worked with communities across the country to revitalize contaminated properties and green infrastructure in land use planning and design.
