In pre-1978 buildings that contain a mix of multi-room apartments and zero-bedroom dwellings, the RRP Rule applies only to renovations performed in target housing (multi-room apartments, and zero-bedroom dwellings if a child who is less than six years of age resides or is expected to reside in such housing) and common areas. Common areas are those portions of a property generally accessible to residents/users of target housing, and can exist on both the interior and exterior of the building. They include, but are not limited to, hallways, stairways, laundry and recreational rooms, playgrounds, community centers and boundary fences.
Therefore, in a building that contains both multi-room apartments and zero-bedroom dwellings the RRP Rule applies to renovations in the multi-room apartments, as well as zero-bedroom dwellings where a child who is less than six years of age resides or is expected to reside in such housing, and those portions of the property that are generally accessible to all residents/users of the building. The RRP Rule does not apply to work performed in the zero-bedroom dwellings if a child who is less than six years of age does not reside nor is expected to reside in such housing.
