Isles of Shoals North Disposal Site (IOSN)

The Environmental Protection Agency (EPA) has designated an Ocean Dredged Material Disposal Site (ODMDS) at Isles of Shoals North to serve the southern Maine, New Hampshire, and northern Massachusetts coastal region. The Isles of Shoals North Disposal Site (IOSN) is located approximately 10.8 nautical miles east of Portsmouth, New Hampshire. The availability of an ODMDS in this area is necessary to help maintain the safe navigation of authorized federal channels, and permitted actions and projected dredging needs for the area were calculated to be approximately 1.5 million cubic yards of material over the next twenty years. Rulemaking

The Final Rule for the Designation of an Ocean Dredged Material Disposal Site for the Southern Maine, New Hampshire, and Northern Massachusetts Coastal Region was published in the Federal Register on September 25, 2020 (85 FR 60370). The IOSN effective date is October 26, 2020. The Final Rule can be viewed at the Federal Register or at Regulations.gov under Docket No. EPA-R01-OW-2019-0521.

A Proposed Rule for the Designation of an Ocean Dredged Material Disposal Site for the Southern Maine, New Hampshire, and Northern Massachusetts Coastal Region was published in the Federal Register on September 18, 2019 (84 FR 49075 ). There was a 30-day comment period ending October 18, 2019. The Proposed Rule can be viewed at the Federal Register or at regulations.gov under Docket No. EPA-R01-OW-2019-0521 . 

Environmental Assessment

EPA, in cooperation with the U.S. Army Corps of Engineers (USACE), has released  the Final Environmental Assessment for Designation of an Ocean Dredged Material Disposal Site for the Southern Maine, New Hampshire, and Northern Massachusetts Coastal Region and Finding of No Significant Impact (IOSN EA). This document can be found on Regulations.gov under Docket No. EPA-R01-OW-2019-0521 or at the link below. The IOSN EA contains a Response to Comments and Site Management and Monitoring Plan (SMMP). A Draft IOSN EA was released for public comment on September 18, 2019 with a comment period ending on October 18, 2019.
