EPA Announces Accomplishments of the Pesticide Registration Improvement Act for the First-Half of 2023

The U.S. Environmental Protection Agency (EPA) is announcing the Agency’s accomplishments of the Pesticide Registration Improvement Act (PRIA 5) during the first-half of 2023 as well as upcoming activities projected for completion by December 2023.

PRIA 5 revised pesticides fees and review timelines for pesticide registrants, and included a number of new provisions, such as implementation of farmworker protections, bilingual pesticide labeling and Endangered Species Act guidance to registrants. EPA has been working to meet the requirements in the law and their statutory deadlines including the following highlights:

• Implementing pesticide maintenance fees reflecting new PRIA 5 fee levels in January 2023.
• Updating PRIA 5 pesticide registration service fees for new PRIA applications in February 2023.
• Hosted a public webinar in June 2023 on ways to make bilingual pesticide labeling accessible to farmworkers. EPA also conducted outreach and solicited feedback from stakeholders, including the National Environmental Justice Advisory Council, farmworker advocacy groups, the Pesticide Program Dialogue Committee, and other partners.
• Opened a public comment period in May 2023 on draft guidance intended to improve the efficiency of EPA’s Endangered Species Act analyses for new pesticide active ingredient applications and active ingredients undergoing registration review. EPA will consider comments and finalize guidance by September 2023.
• Centralizing more than 1000 pesticide guidance documents related to pesticide regulation and pesticide-related resources on a new webpage, featuring an easy-to-use search tool.
