* For actions described as “upstream analysis”, EPA has published analysis of the lifecycle greenhouse gas emissions attributable to production and transport of the associated feedstocks. Biofuel producers seeking to generate RINs for non-grandfathered volumes of biofuel produced from the feedstocks listed in the table above will first need to submit a facility-specific petition. For more information see How to Submit a Complete Petition. In evaluating such petitions, EPA will combine our assessments into a full lifecycle GHG analysis and determine whether the fuel produced at an individual facility satisfies the GHG emission reduction requirements of the Clean Air Act. EPA will analyze:

  • The feedstock production and growth information from the relevant Federal Register notice above
  • The petitioners’ biofuel production processing data
  • Emissions associated with the transport and use of the finished biofuel
