Tribal New Source Review Rules Implementation Manual (May 2012)

The EPA developed the Tribal New Source Review (NSR) Implementation Manual as a resource tool to support understanding and implementation of the Tribal NSR rule. It is a comprehensive, informational and instructional document developed to guide the public and the EPA regions in working collaboratively and facilitating a transparent air permitting process. In an attempt to promote a common understanding of the NSR air permitting program, we have included some general information on air quality, explanations of rules applicable in Indian Country, and templates. This Implementation Manual is a living document that may be revised periodically without public notice. While EPA has unsured that the information contained within the document is factually accurate, the regulatory and/or statutory provision(s) are the guiding air permitting rules not this Implementation Manual.
