Watershed Specific Elements

Atlanta CSO and Permit Renewal

  • Maintain communication and coordination between the team members
  • Hold and chair team meetings, as necessary
  • Attend meetings with City / State, when possible
  • Keep track of the progress of the permit development

Proctor Creek: CRK Urban Waters Grant

  • Monitor the activities and workplan progress for the cooperative agreement
  • Work with Karen Gardener, Project Officer, on technical and grant management issues
  • Review and approve reports and any requested modifications to the workplan or budget
  • Look for opportunities to share the successes of the Neighborhood Water Watch Program and the Urban Waters grant
  • Serve as Technical Officer for the Urban Waters grant that was awarded in October 2014
  • Host an event for the Grantees in Proctor Creek to showcase their Grant successes with the Federal Partners by Early Summer 2015.

Proctor Creek: Eco-Action Urban Waters Grant

  • Monitor the activities and workplan progress for the cooperative agreement

Proctor Creek: Grant Writing Workshop

  • Work with HQ contractors to complete the development of the Community Grants Writing Workshop
  • Amend the TD and the scope to move the process forward
  • Host the Grant Writing Workshop in midsummer

Proctor Creek: Green Infrastructure Technical Assistance and 319 grant

  • Stay in communication with the City and EPD on the activities being conducted under the 319 grant
  • Participate in activities and meetings, as possible
  • Provide support to the City on any technical or regulatory issues
  • Attend meetings of the City’s Green Infrastructure workgroup
  • Review Stormwater Implementation Plan

Proctor Creek: Greensferry CSO Repairs

  • Monitor the activities and progress of the repairs
  • Coordinate with the Enforcement Program, if needed
  • Look for opportunities to share successes of Neighborhood Water Watch Program and City’s repairs to the CSO

Proctor Creek: Health Impact Assessments

  • Stay in communication with team members
  • Participate in all activities, meetings and conference calls
  • Provide support technical or CWA regulatory issues and green infrastructure issues
  • Provide support with community engagement activities and public meetings
  • Work with university partners and SESD to determine what additional water quality sampling needs to be conducted in Proctor Creek and how the sampling can be conducted
  • Participate in the HERCULES Stakeholder Advisory Board chaired by Emory University

Proctor Creek: PC Mitigation Bank

  • Maintain communication and coordination between the team members
  • Hold and chair team meetings, as necessary
  • Attend meetings with ACOE / City / stakeholders, when possible
  • Keep track of the progress of the mitigation bank development
  • If needed, pull together technical resources to help develop alternative to mitigation bank

Proctor Creek: Community Engagement

  • OneEPA Team will facilitate with the Proctor Creek Stewardship Council, community engagement meetings in all 9 NPUs
  • One EPA Team will facilitate/convene meetings between the partners and the community on each of the community priority initiatives or concerns to establish Action plans and provide for accountability amongst the collaborators.
  • Host a larger Community, Partnership meeting to discuss ongoing projects and commitments and to get a “temperature check” on where the collaborations are, what challenges they may be facing or what success stories have come about as a result of our efforts; what’s working and what is not.

Middle Chattahoochee - Proctor Creek: Urban Waters Federal Partnership - Work Plan Items for 2015

  • Set up and chair regular meetings with the federal partners (frequency yet to be determined)
  • Maintain coordination and communication with the EPA UWFP Team in Region 4 and with the federal partners
  • Set up and chair meetings (as needed) between the federal partners and the state/local/community partners
  • Keep track of projects being conducted by federal partners and participate on teams, as necessary
  • Participate in national UWFP meetings, conference calls, etc.
  • Update national web pages, fact sheets, etc., when requested
  • Look for a way to create an Ambassador position for the UWFP
  • Look for opportunities to engage with the local community (WAWA, Proctor Creek Stewardship Council, CIA, etc)
  • Keep Senior Management apprised of any UWFP activities or issues needing their input or attention
  • Set up sampling with SESD to run full scan to look for other issues besides E.coli
  • Schedule quarterly meetings with Water Division Director and community leaders

Proctor Creek: UWFP Ambassador - Work Plan Items for 2015

  • Participate in calls with Headquarters and other UWFP ambassadors
  • Look for opportunities to market the ambassador concept
  • Meet with potential partners and funders for the ambassador position beyond year one
  • Work with Park Pride on development of criteria for the Proctor Creek ambassador position

Proctor Creek: RCRA

  • Engage RCRA in working with the OneEPA team pertaining to Illegal Tire Dumping
  • Engage RCRA in working with the community of Trash Free Waters initiative
  • Focus on Gentrification within the Proctor Creek Community
  • Develop/Facilitate workshops, awareness sessions, cleanups for the community

Proctor Creek: Brownfields Contamination

  • Runoff from improperly managed or abandoned industrial sites and brownfields are contributing to degraded water quality, health concerns, and community blight.

Proctor Creek: Air-Asthma

  • Near term (within 5-years)
  • Provide environmental asthma trigger awareness to community of concern, including how to address molds as an asthma trigger.
  • Long term (within 5 – 10 years)
  • Increase the number of people in the Proctor Creek area who will take actions to reduce their exposure to environmental asthma triggers.
  • Establish strong City/State/federal partners to meet community needs as it relates to asthma concerns.
  • Identify local asthma leaders that will support efforts in the Proctor Creek area.
  • Establish direct communication lines and periodic face-to-face meetings with local partners.
  • Develop an outreach strategy for providing asthma awareness to the community.
  • Implement an asthma related activity in Proctor Creek with the EPA Asthma Program and local asthma leaders in honor of Asthma Awareness Month in May 2015.

Proctor Creek: Children’s Health

  • Establish strong City/State/federal partners to meet community needs as it relates to children’s environmental health
  • Provide outreach and education for children’s environmental health issues to the community members and groups; state, local, and tribal leaders; the regulated community; federal partners; and any other stakeholders when requested.
