Evaluation for SmartWay Verification of Low Rolling Resistance (LRR) Tires and Retread Technologies for Tractors or Trailers

Follow these steps for the evaluation part of the verification process:

  1. Data analysis and interpretation.
  2. Notice of Verification.
  3. Addition to the Verified LRR Tire List.
  4. Tire casings used in retread testing.
  5. Communicating your organization's involvement with SmartWay.

1. Data analysis and interpretation.

Once documentation has been submitted, EPA will review the data, test reports, and any other related materials to determine whether the performance is suitable for verification.

2. Notice of Verification.

If all data and supporting documentation are acceptable, SmartWay will issue an official Verification Letter. This letter is legally binding and serves as the main indicator of a technology’s verified status.

3. Addition to the Verified LRR Tire List.

Once the tire or retread technology is verified, EPA will add it to the Verified LRR Tire List.

4. Tire casings used in retread testing.

The following tire makes and models have been used in retread testing to demonstrate rolling resistance performance levels in EPA’s updated protocols. This list includes tires used in EPA testing and will be periodically updated with models used in retread verification by manufacturers.

5. Communicating your organization's involvement with SmartWay.

6. Changes in a SmartWay Verified LRR Tires.

Products sold as a verified LRR tire must be produced and installed as described to EPA.

Any changes to the tire or retread technology:
  • Must be documented and reported to EPA by emailing: Tech_Center@epa.gov; and
  • May require additional testing or separate verification.

EPA may revoke verification if the tire or retread technology is changed without notifying EPA.

Audits of Verified Tires

EPA reserves the right to conduct testing of all tires and retread models submitted for verification. Retread test tires must be retained by the applicant for a period of 6 months from the date the tire is verified to allow EPA the opportunity to independently test the tires to evaluate tire rolling resistance.

EPA reserves the right to purchase and test verified tires and retreads to confirm rolling resistance performance prior to or after issuing verification.

If EPA determines that the tire or retread’s rolling resistance is higher than the verification target value, then EPA:

  • Will collaborate with the applicant to determine the reason for the discrepancy; and
  • May revoke the tire model verification if it does not comply with performance requirements.
