Interagency Report on International Competitiveness and Emission Leakage (December 2009)

View an interagency report that addresses the impacts ofthe Waxman-Markey bill (H.R. 2454) on the international competitiveness of and emission leakage from U.S. manufacturing. The report pays particular attention to provisions in H.R.2454 that seek to address these impacts by allocating allowances to trade-vulnerable industries.
