Electronic Manifest Public Meetings
EPA will host virtual public meetings to discuss how to increase adoption of electronic manifests and solicit feedback from stakeholders.

EPA launched the e-Manifest system on June 30, 2018. This system provides those persons required to use a Resource Conservation and Recovery Act (RCRA) manifest under either federal or state law the option of using electronic manifests to track shipments of hazardous waste and to meet certain RCRA requirements. By enabling the transition from a paper-intensive process to an electronic system, EPA estimates e-Manifest will ultimately save state and industry users more than $50 million annually, once electronic manifests are widely adopted. However, currently less than one percent of hazardous waste manifests submitted to EPA are electronic.
The purpose of these public meetings is to engage stakeholders in discussion regarding how to increase industry adoption of electronic manifests. EPA intends to use information obtained from these public meetings to inform future options for consideration by the e-Manifest Advisory Board.
Two virtual public meetings have been scheduled for October 27, 2021, and November 3, 2021, from 1:00 pm to approximately 5:00 pm EST. The agenda for both meetings will be identical, and all stakeholders are encouraged to attend one of the meetings. Additional public meetings may be added; please refer to this website for updates.
The purpose of these meetings is to discuss how to increase adoption of electronic manifests. Specifically, these meetings are expected to include discussion regarding:
- Current electronic manifest functionality and workflow.
- Potential option to allow users to upload electronic signatures to EPA.
- Other potential options, including options that may require policy or regulatory change.
EPA intends to use information obtained from these public meetings to inform future options for consideration by the e-Manifest Advisory Board.
The October 27 and November 3 virtual meetings are currently at capacity and EPA is no longer accepting new registrations. e-Manifest stakeholders can still provide input by providing public comment in the Federal Register Notice here until December 30. EPA may also hold additional public meetings if there is sufficient interest. Please send an email to firstname.lastname@example.org to express your interest in additional public meetings.
The public meetings will be conducted virtually via Zoom for Government. The agenda for both meetings will be identical, and all stakeholders are encouraged to attend one of the meetings.

EPA will accept both oral and written comments for the public meetings.
Oral comments will be accepted throughout each of the public meetings. Written comments will be accepted prior to and after the public meetings. Any written comments should be submitted on or before December 30, 2021, and should be submitted in the public docket under docket ID number EPA-HQ-OLEM-2021-0608 at http://www.regulations.gov.
