Federal Register Notice for Agency Information Collection Activities: Requirements for Generators, Transporters, and Waste Management Facilities under the Hazardous Waste Manifest System
A Federal Register Notice (FRN) announcing EPA’s intent to submit the e-Manifest Information Collection Request (ICR) to the Office of Management and Budget (OMB) for review and approval was published on February 8, 2019. The FRN provides an overview of the manifest program and proposes estimates of the time and cost for the public to respond to the collection of information required under EPA’s e-Manifest One Year and User Fee Rules and e-Manifest system.
Additionally, the FRN proposes amendments to the manifest forms (both paper and electronic). Specifically, the FRN requests comment on how to:
- Improve the precision of waste quantities and units of measure reported in Items 11 and 12 of the hazardous waste manifest, respectively;
- Enhance the quality of international shipment data reported on the manifest; and
- Assist EPA with integrating e-Manifest and biennial reporting requirements.
The FRN provided a 60-day comment period ending April 9, 2019. The ICR supporting document, which explains in detail the information that EPA will be collecting is available soon in the public docket for this ICR. The comment period for this is now closed.
The ICR must be submitted to OMB by May 31, 2019 so EPA does not have much time to evaluate public comments. Therefore, if strong comment support exists for certain proposed amendments and they are easily implementable for both the paper forms and e-Manifest system, EPA will attempt to incorporate them in the ICR package for OMB approval.
