Case Summary: Settlement Addresses Cleanup Work at the Orlando Gasification Superfund Site in Florida

On March 18, 2015, a remedial design/remedial action (RD/RA) consent decree was approved to address the cleanup of ground water and soil from coal tar and other contaminants at operable unit (OU) 1 of the Orlando Gasification Superfund Site in Orlando, Fla.

Information about the Settling Parties

Responsible parties who executed the consent decree include: the City of Orlando, Atlanta Gas Light, Duke Energy, Continental Holdings, the Orla Group LLC., and an individual land owner. An additional responsible party, Tampa Electric Company, withdrew from the settlement group, and did not execute the CD.

Information about the Orlando Gasification Superfund Site

The Orlando Gasification Superfund Site is located near downtown Orlando, Fla. and is an Environmental Justice area. The Site includes six properties that are fenced and includes office space and a commercial storage facility. Surrounding properties are primarily commercial and industrial. Residential properties, schools and churches are located within a few blocks of the site. While in operation (from 1887 until 1960), the facility heated coal to produce gas for cooking, lighting, heating and industrial purposes. The primary waste material from the gas manufacturing process was coal tar, which contains polyaromatic hydrocarbons (PAHs) and is a source of contamination at the site. Poor waste handling practices led to contamination of the site’s soil and groundwater.

Summary of the Consent Decree

The RD/RA consent decree requires the implementation of the cleanup remedy, which includes excavation and disposal of contaminated soils, installation of a slurry wall to contain contaminated groundwater, and enhanced bioremediation and/or monitored natural attenuation for contaminated ground water outside of the slurry wall in the shallow aquifer.
