Enforcement of Lead Laws and Regulations in Region 10

EPA’s Region 10 office serves Alaska, Idaho, Oregon, Washington, and 271 Tribal Nations 

FY 2024 Lead Enforcement and Regional Geographic Initiatives Highlights

Clean Water Act and Safe Drinking Water Act

Region 10 completed 13 inspections that evaluated public water system compliance with the Safe Drinking Water Act’s Lead and Copper Rule (LCR) including 5 Community Water Systems (CWS) in Washington, three CWS in Oregon, two CWS in Idaho, two CWS in Tribal communities, and one CWS in Alaska. Region 10 also entered into four orders on consent with the Nooksack Indian Tribe for failure to properly sample and provide consumer notices in compliance with LCR requirements.  Region 10 has met quarterly with state programs to ensure progress of LCR implementation and achievement of Lead Service Line Inventory requirement deadlines.

Toxic Substances Control Act

Region 10 focused outreach and compliance efforts in several communities including Portland, Oregon; Anchorage, Alaska; and Nampa, Idaho. Region 10 achieved over 57% of the 236 lead-based paint inspections this year in communities and also achieved 41% of the 39 expedited settlement agreements issued this year in communities.

Region 10 promoted Lead-based paint safety information through online social media campaigns to over 161,000 individuals in underserved communities. Region 10 delivered Community Lead Awareness Sessions to 96 community leaders and 59 community members located in Idaho, Alaska, and Oregon.   

Region 10 delivered two Renovation, Repair, and Painting (RRP) Initial Classes in March and June. These classes are delivered to construction workers and contractors who work on pre-1978 residential properties and child-occupied facilities and are designed to increase RRP Certifications in Idaho, one of the country’s fastest growing states. Region 10 has issued 20 RRP Renovator Certifications and 18 RRP Firm Certifications so far in FY 2024.  

National Lead Poisoning Prevention Week Outreach

Region 10 is participating in the Boise Fall Home Show Outreach Event occurring in Boise, Idaho, on October 25-27, 2024, which coincides with National Lead Poisoning Prevention Week. Region 10 will be engaging and raising awareness about the Renovation, Repair, and Painting (RRP) Rule Requirements with contractors, homeowners, and consumers performing work in pre-1978 residential properties.
