Selected Application Summary

The selected application will enable the Southern Ute Indian Tribe to reduce greenhouse gases (GHGs) and other air pollutant emissions from oil and natural gas operations on Southern Ute Indian Tribal lands through the Tribe’s voluntary implementation of several Clean Air Act (CAA) programs and standards. The Tribe will regulate and increase the frequency of inspections of 256 oil and gas sources operating on Tribal lands and located in close proximity to Tribal residents.

Key Things to Know

Based on information provided by the applicant, the selected project will deliver the following benefits to reduce GHGs and support communities 1: 

  • Reduce GHG emissions by approximately 29% from minor oil and natural gas sources on the Southern Ute Indian Tribe Reservation.
  • Reduce exposure to hazardous and criteria air pollutants from oil and gas sites.
  • Improve climate change resiliency and reduce health impacts associated with climate change.
  • Create high-quality jobs on the Southern Ute Indian Tribe Reservation and enhance workforce development by providing Tribal community members new training opportunities.
  • Advance Tribal self-determination and sovereignty through voluntary implementation of:
    • Tribal minor new source review program for new or modified oil and natural gas sources.
    • Federal implementation plan for new or modified true minor new source review of oil and gas sources in Indian Country that incorporates new source performance standards and Maximum Achievable Control Technology rules and increases the inspection cycle for minor sources.
    • New source performance standards to reduce methane and volatile organic compounds in the crude oil and natural gas source category under CAA section 111 (subparts OOOO, OOOOa, and OOOOb).
    • Tribal implementation plan to adopt emissions guidelines under section 111(d) of the CAA to address GHG emissions from existing oil and gas sources under the NSPS OOOOc rule.

EPA will award grants to selected applicants once they meet all legal and administrative requirements. As of August 2024, grants are expected to be awarded by the end of 2024.
