Past Effluent Guidelines Program Plans

The EPA’s published Effluent Guidelines Program Plans summarize its annual reviews of effluent guidelines and identify industrial categories selected for further review and rulemaking.

The EPA revises its annual review process and how it publishes the corresponding supporting documents over time.

  • For the 2004 to 2010 biennial plans in the Federal Register (FR), select the FR Notice links to access them.
  • The plans through 2010 also include a Technical Support Document; click on the Biennial Plan Year.
  • Starting in 2011, the EPA published a notice of availability in the FR, and published the content of the Plans and supporting Review Reports separately, which can be accessed by clicking on the Biennial Plan Year.
  • Starting in 2019, the EPA began numbering the Plans sequentially, starting with 14, rather than associating them with given years.
