2022 CERCLA RI/FS ASAOC and SOW Model Documents

Transmittal memorandum announcing the issuance of the revised Remedial Investigation/Feasibility Study (RI/FS) model administrative settlement agreement and order on consent (ASAOC) and the new RI/FS ASAOC Statement of Work (SOW) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Issued 9/19/2022. 

The model RI/FS ASAOC and SOW are used by the U.S. Environmental Protection Agency when negotiating an RI/FS ASAOC with potentially responsible parties (PRPs) under sections 104, 107 and 122 of CERCLA. 

The model documents included with the transmittal memorandum are available in Word format from the Cleanup Enforcement Model Language and Sample Documents Database: 

  • RI/FS Administrative Settlement Agreement and Order on Consent (ASAOC) 

  • RI/FS ASAOC Statement of Work (SOW) 

Additionally, please refer to the 2016 model RI/FS ASAOC and UAO transmittal memorandum regarding financial assurance and insurance provisions in all the CERCLA response action settlement and unilateral administrative order models. This 2016 language was carried forward into the 2022 model RI/FS ASAOC.
