List of Current Environmental Finance Center Providers

On April 19, 2022, EPA announced the Request for Applications (RFA) for the “Environmental Finance Center Grant Program” (EPA-I-OW-OWM-22-01). The period for submitting applications ended on July 1, 2022.

On November 4, 2022, EPA announced the selection of 29 EFCs to receive a total of $150 million in grant funding. Organizations submitted applications to support three categories of Environmental Finance Centers (EFCs):

  • National Water Infrastructure EFCs,
  • Regional Water Infrastructure EFCs, and
  • Regional Multi-Environmental Media EFCs.

Water Infrastructure EFCs

The Water Infrastructure (Water) EFCs are a category of EFCs that specialize in water infrastructure, aligned with the objectives of EPA’s Real Water Technical Assistance (RealWaterTA). Their services are tailored to help communities develop and submit project proposals for State Revolving Fund (SRF) loans and help better administer the SRF program. Water EFCs support small, rural, and underserved communities with technical assistance to identify sustainable solutions to address clean water, drinking water, and stormwater needs.

Multi-Environmental Media EFCs

The Multi-Environmental Media (MM) EFCs focus on a wide array of environmental issues, encompassing air quality, land management, pollution prevention, and water management. The MM EFCs provide extensive services – including training, policy analysis, research, and financial strategy development – aimed at enhancing the capacity of local and state governments, nonprofits, and community groups in the implementation of environmental programs and infrastructure investments.

Many communities with significant pollution challenges and infrastructure needs have not been able to access federal funding and financing programs to address these concerns. EPA recognizes that existing environmental gains cannot be preserved, nor further progress achieved, unless states, Tribes, and local governments, and non-governmental organizations have the resources to develop and sustain environmental projects.

Through the EFC grant program, technical assistance providers will help communities develop and submit project proposals, including State Revolving Fund (SRF) applications for federal funding. EFCs will support communities with technical assistance to identify infrastructure solutions. These entities will provide states, Tribes, and local governments with technical assistance services to advance health and environmental protections.
