EPA regulates polychlorinated biphenyl (PCB) activities under the Toxic Substances Control Act (TSCA). All facilities that treat, store, or dispose of PCBs are required to obtain a TSCA Approval, or permit. Lighting Resources operates a PCB storage facility located at 1522 East Victory Street, Suite 4, in Phoenix, Arizona. Lighting Resources manages receipt, manifesting, storage, processing, recycling, transportation, and recordkeeping of PCB waste. Lighting Resources submitted a renewal application for their existing storage permit in 2013. EPA reviewed and issued six Notice of Deficiencies (NoD) for the renewal application. Lighting Resources revised and resubmitted their application after each NoD. EPA completed review of the renewal application in 2024. As part of the permit renewal process, EPA determined that the facility would have to conduct a survey for some endangered species and their habitat near the facility.
Lighting Resources decided to close their storage facility in 2024. Closure activities included removal and disposal of PCB waste, demolition and disposal of equipment and building materials, decontamination, and sampling for closure. During sampling for closure, the facility identified some areas of the facility to be demolished and replaced because they could not meet the PCB concentration standard for closure. The facility completed demolition and removal of PCB contaminated building materials and soils in 2025. The facility is currently repairing some areas for closure.
EPA conducted a thorough review of the permit renewal application to determine if Lighting Resources satisfied the TSCA regulations for storage and decontamination of PCBs. In making the decision on whether to grant or deny the permit renewal, EPA’s mission is to protect human health and the environment. Because the facility decided to close, EPA has been overseeing the closure of the facility as required by their 2003 TSCA Approval.
